Occupational Therapy Frequently Asked Questions:

What is CCS?
CCS (California Children’s Services) is a medical program funded by the State Department of
Health Service (DHS).  CCS occupational therapists and physical therapists work collaboratively
with the school district to deliver medical services to children who qualify children 0-21 years of
age with neuromuscular, musculoskeletal, and muscular diseases.  On occasion, a student
may receive both CCS therapy and district therapy to meet a student’s medical and educational
needs.

What are the differences between CCS occupational therapist (OT) and District occupational
therapist (OT)?
CCS OT is provided in a medical model with physician oversight; District OT is provided in the
school environment to help students and teachers meet educational goals.  Educationally
necessary OT or PT means that a child with a disability has a need for improvement in
functional skills as related to his/her performance in the educational environment.  However, if
the difficulties do not directly impact educational progress, there may not be an educational
need for district therapy services.

Can a student receive both CCS OT and District OT?
Yes, as long as the services are not “duplicative”.  A student may have a medical need and an
educational need at the same time.  Communication between the therapists is essential.

Can OT be the only service provided to a special education student?
No.  In the state of California, a student must be eligible for special education instructional
services (e.g. RSP, Speech, SDC) before they can receive OT which is a “related service”.

Can OT hold IEP meeting?
No.  The special educational case carrier coordinates all IEP meetings with the required
members.  Occupational therapists are not authorized to hold annual or triennial IEP meetings.
An amendment of OT meeting may be held by a therapist if the case carrier coordinates the
meeting, and the change in therapy services will not impact the classroom teacher or case
carrier (e.g. a change in therapy provider, a clerical error on the IEP).  The parents must agree to
waive the attendance of a special educational teacher and regular education teacher if the
therapist holds an amendment IEP meeting.
